Under ORS 63.701(2). The list is expressly non-exhaustive under subsection (3), and it says nothing about employees generally: paragraph (f) covers soliciting orders that are accepted outside Oregon, not a remote worker doing the company's actual work. The Secretary of State publishes separate guidance at https://sos.oregon.gov/business/Pages/doing-business-means.aspx stating that hiring an Oregon-resident remote worker does not automatically require registration, but the same page treats having an office, or employees providing services to customers as the primary business activity, as clearly doing business. Treat a remote hire as fact-dependent rather than safe.
