The Application for Registration is $500 under 950 CMR 112.00 and cannot be filed electronically at all. Only mail, hand delivery and fax are accepted, and fax adds a $20 expedite charge for $520. - Massachusetts has one of the highest combined foreign qualification and annual report costs in the country, at $500 each before surcharges. The foreign registration cannot be filed electronically at all. The annual report can, and filing it electronically or by fax adds $20, making it $520.

- Conducting an isolated transaction completed within 30 days that is not part of repeated similar transactions
- Transacting business in interstate commerce
Massachusetts's Limited Liability Company Act, codified at Chapter 156C, does not contain its own safe harbors enumeration. Section 48 cross-references the corporate doing-business standard at Chapter 156D, Section 15.01 of the Massachusetts Business Corporation Act. Massachusetts deviates from the typical RMBCA framework: rather than listing only what does NOT constitute transacting business, the Massachusetts statutes also enumerate activities that DO constitute transacting business (e.g., owning or leasing real estate for income, soliciting business in person, maintaining an office).
